Pamela Willis earned her nursing degree from the University of Hawaii. She completed her law degree at California Western School of Law in San Diego. Prior to joining The Doctors Company 12 years ago, she worked as the case intake specialist in a medical malpractice litigation firm.

As a background to her legal and risk management careers, Ms. Willis had 14 years of experience as a bedside labor and delivery nurse. She experienced varying practice regimens in hospitals throughout the country while serving as a travel nurse in five states and holding nursing leadership roles in local area hospitals.

Dr. Wilson is an interventional cardiologist and executive vice chair at Sanger Heart and Vascular Institute in North Carolina. He attended Duke University School of Medicine and then completed his residency at Vanderbilt University Medical Center. In his career, Dr. Wilson has published more than 75 articles.

Since 2006, he has been a clinical professor of medicine at the University of North Carolina School of Medicine, as well as the chief liaison for cardiovascular training between UNC’s hospital campuses. Wilson served as co-director of the annual Advanced Cardiovascular Interventions course in Hilton Head and as the chief interventional cardiologist for the ACC North Carolina Chapter STEMI/RACE program. He was the chair of the ACC/American Heart Association National STEMI Accelerator I and II programs, has been a senior adviser to the steering committee for the ACC Global Heart, and has served as co-chair of ACC Latin America, as governor for ACC’s North Carolina Chapter, and as chair of the Board of Governors and secretary of the Board of Trustees.

Erin Phipps received her DVM from Cornell University and began her career in equine and mixed animal private practice. Her interest in infectious disease epidemiology led her to pursue a master’s in public health, and she has worked exclusively in public health since 2006.

Prior to joining the NM DOH in January 2023, she spent 11 years with the New Mexico Emerging Infections Program, where she led population-based surveillance for pathogens such as C. difficile, carbapenem-resistant enterobacterales, and Candida spp.

Aurora Quaye, MD

Dr. Aurora Quaye is an Assistant in Anesthesia in the Department of Anesthesia at Tufts Medical School. Dr. Quaye completed a residency at Massachusetts General Hospital and a fellowship in Regional Anesthesia and Acute Pain Medicine at Brigham and Women’s Hospital in Boston, MA. She is an attending anesthesiologist for Spectrum Healthcare Partners and is a member of the Acute Pain and Regional Anesthesia Service at Maine Medical Center in Portland, ME.

Her interests include identifying perioperative opioid reduction strategies for patients at risk of or suffering from, opioid use disorder (OUD).  Dr. Quaye contributed to the development and publication of perioperative buprenorphine continuation guidelines for patients with a history of OUD. These guidelines have been successfully implemented at Massachusetts General Hospital along with other institutions and have shown early promise in facilitating postoperative pain relief.

Dr. Pacheco is a Fellow of the American Academy of Physical Medicine and Rehabilitation and the International Academy of Independent Medical Examiners. She received her M.D. degree from the University of New Mexico School of Medicine and completed a Family Practice internship at the University of Louisville. She completed her PM&R residency at the Amelia Brown Frazier Rehabilitation Center in Louisville, KY. 

Dr. Pacheco has been certified, in the past, in the 4th and 5th editions of the AMA Guides to the Evaluation of Permanent Impairment and is presently certified in the 6th edition. She has been in private practice in New Mexico since 1994 and was the Medical Director at HealthSouth (now Encompass) in the past. She has been evaluating and treating injured workers since 1994. She has been performing IME since 1996 and is a certified Medical Legal Examiner (CMLE).

She has founded an internal medicine practice in Baltimore, where she is the managing partner.

Since joining the AMA in 1994, she has chaired the Women Physicians Congress, the AMA House of Delegates Committee on Compensation of the Officers, the AMA Council on Constitution and Bylaws, and the AMA Task Force on Health Equity. Dr. Edwards was elected to the AMA Board of Trustees in 2016 and re-elected in 2020.

Eileen Barrett received her MPH from the University of North Carolina at Chapel Hill and her MD at Georgetown University and completed her internal medicine residency at Oregon Health Sciences University Hospital. She completed a Rural Faculty Development Fellowship through the University of Arizona in 2009 and a Medical Justice and Advocacy Fellowship through Morehouse School of Medicine and the American Medical Association in 2022.

Dr. Barrett received a 2019 Exceptional Mentor Award from the American Medical Women’s Association, is an elected member of the Gold Humanism Honor Society, received a 2021 Award of Excellence in Humanitarian Services from the Society of Hospital Medicine, and received a 2022 Inspire Award from the American Medical Association.

Adam Banks, is a board certified cardiologist whose primary interests focus on interventional cardiology and noninvasive cardiology studies to diagnose and treat coronary and structural heart disease. These problems may include coronary artery disease, valvular heart disease, atrial septal defects, and heart failure. In his free time, Dr. Banks enjoys running, hiking, biking and spending time outdoors with his wife and daughter.

Dr. Banks received his undergraduate degree in biomedical engineering from Vanderbilt University. He then earned his medical degree at the University of Texas Medical School in Houston, Texas. He completed his residency and chief residency in internal medicine at Duke University in Durham, North Carolina, where he subsequently completed fellowships in cardiology, interventional cardiology, and structural heart disease. He is currently the Structural Heart and Cardiac Catheterization Lab Director at Presbyterian Hospital in Albuquerque.

Senator Greg Baca represents District 29 and serves as the Senate Republican Leader in the New Mexico Legislature. First elected in 2016, Senator Baca represents most of Valencia County and parts of Bernalillo County, spanning from his hometown of Belen to Mesa Del Sol, south of Albuquerque.

After graduating from Belen High School, Senator Baca enlisted in the United States Navy and served aboard the USS Nimitz during the Gulf War. Following his honorable discharge from the service, Senator Baca returned home to Valencia County. While juggling a young family and numerous business ventures, Senator Baca earned his undergraduate and law degrees from the University of New Mexico. In addition to his wide range of business ventures in Valencia County, he now serves as one of the few local attorneys who specialize in Real Estate Law, Bankruptcy, Business Law, and Estate Law.

Under his legislative leadership, the Senate Republican Caucus has championed legislation to lower taxes, improve public safety, and support education. In 2023, Senator Baca spearheaded the effort to amend the Medical Malpractice Act which threatened to drive more doctors and other medical professionals out of New Mexico. With the support of the New Mexico Medical Society and dozens of local doctors, Senator Baca brokered a deal to cap the claims for independent healthcare facilities at $1 million, allowing them to obtain insurance and keep their doors open.

Martin and his wife Mary Cunnane–herself an OBGYN and the Medical Director at Sexual Assault Nurse Examiners–are the proud parents of two sons. Martin’s parents grew up during the Depression. The two most prized values growing up were education, and hard work, which Martin needed healthy doses of to overcome learning disabilities. Doing for others, especially those not as fortunate, was also a huge parental driver in his life. Martin’s mom loved quoting “You do what lies before you to be done!” thinking that came from her absolute role model, Eleanor Roosevelt (who actually said: What one has to do usually can be done”). And his father, a Lieutenant in the Navy during WWII, always drove home the lifelong value of service.

Martin is driven to succeed and to help his community succeed. Martin has served medicine for his entire life – as an Internist, he has used his clinical physician experience and knowledge to serve patients, operate large health delivery systems, and lead health insurance companies that keep patients as their top priority.

He now serves in the New Mexico State Senate. He is one of two physicians in the Senate and effectively works across the aisle while coordinating with a large group of stakeholders to improve patient access to quality healthcare and to value New Mexico’s physicians.

Ryan was born and raised in Aztec, New Mexico, and is a third-generation “Aztecian.” After graduating with honors from Aztec High School, Ryan obtained a degree in mathematics at a private college in the Midwest where he also played collegiate baseball. In 2007, Ryan graduated Cum Laude from Liberty University School of Law in Lynchburg, Virginia, where Ryan also served as the Editor-in-Chief of the Liberty University Law Review. Knowing that he is truly a “small-town kid at heart,” Ryan chose to return to the Four Corners area in 2010 to enter private practice, where Ryan owns his own law firm. More importantly, Ryan owns a craft ice cream shop in Aztec called Vanilla Moose. Ryan serves in the House of Representatives, representing District 3, and is the House Republican Leader.
